A Step-by-Step Guide to Renting with Public Investment Corporation (PIC)

Whether you’re preparing to move into your new home or transitioning out, Public Investment Corporation (PIC) is here to support you every step of the way. This guide outlines the entire rental process—from scheduling a viewing to settling in and eventually moving on—so you know exactly what to expect. Our goal is to ensure that your experience is as smooth, transparent, and stress-free as possible.

Step 1: View the Property

  • Schedule a Viewing

    Public Investment Corporation values the comfort of our current residents and strives to provide them with reasonable notice before showing their units to prospective applicants. Therefore, property viewings are available by appointment only, Monday through Friday, from 9:00 am to 4:00 pm.

  • Viewing Requirements

    No application should be submitted until the property has been viewed. To ensure that all applicants clearly understand and approve of the potential rental space, applications will only be considered if the prospective resident or someone acting on their behalf has viewed the property.

  • Transportation

    Public Investment Corporation does not provide transportation. Applicants are responsible for arranging their own travel from the office to the properties being shown. PIC staff will meet applicants at each location. If viewing multiple properties, applicants must arrange their own transportation between units. To avoid rescheduling, we encourage punctual arrival for all showings.

Step 2: Rental Application

  • Application Guidelines

    • All applications must be filled out completely.
    • Each applicant may submit only one application every 90 days.
    • A $50 non-refundable application fee is required per applicant. Do not apply unless you have seen the property.
    • Online applications require a credit card and a small processing fee.
    • Paper applications must be submitted with a check or money order. No cash accepted.

    Required Documentation

    U.S. Citizens

    • Government-issued photo ID (e.g., driver’s license, state ID, or passport)
    • Social security number
    • Proof of verifiable income

    Non-U.S. Citizens

    • Government-issued photo ID (state-issued ID, driver’s license, or passport)
    • Proof of lawful immigration status, such as a completed I-20 or I-90 form.
    • Proof of verifiable income
  • Application Review Process

    Public Investment Corporation will review applicants’ credit, employment history, prior landlord information, references, and criminal background within three (3) business days of receiving the application and fee.

    Credit Check Requirements

    Approval Criteria

    • Minimum credit score of 650.
    • Verifiable income of at least 3.5 times the monthly rent.
    • No outstanding civil judgments or all judgments have been paid in full.

    Automatic Denial

    • Credit score below 550. 
    • $5,000 or more in outstanding civil judgments and/or past-due accounts.
    • Any eviction within the past seven (7) years.

    Conditional Approval with Guarantor

    Applicants with any of the following convictions may qualify with an authorized guarantor:

    • Theft
    • Check Deception 
    • Fraud 
    • Conversion 
    • Criminal Mischief 
    • Identity Deception 
    • More than one (1) but fewer than five (5) criminal convictions in the past seven (7) years

    Guarantor Guidelines

    If a guarantor is required, they must satisfy the following criteria:

    • Must be a U.S. citizen and resident.
    • Must maintain a credit score of 700 or higher.
    • Must be secured within seven (7) days of signing the lease or at least ten (10) days before the move-in date, whichever occurs first.
    • May not be a co-tenant unless they are a qualified spouse. Proof of marriage is required.

    Prepayment Option

    In lieu of a Guarantor, applicants may prepay all rent for the whole lease or renewal term before move-in.

    Background Check Policies

    Automatic Denial for Criminal History

    Convictions for any of the following offenses, regardless of when the conviction occurred, will result in denial:

     

    • Burglary 
    • Residential entry 
    • Dealing drugs 
    • Forgery 
    • Criminal trespass 
    • Stalking 
    • Invasion of privacy 
    • Battery or any violent offense 
    • Any sexual offense 
    • Any offense against a child 
    • Robbery 
    • Intimidation 
    • Five (5) or more criminal convictions within the last twenty (20) years 
    • Failure to disclose any felony convictions on the application.
    • Any felony conviction occurring within the past seven (7) years (except for Operating While Intoxicated, Reckless Driving, Habitual Traffic Violator, and Operating While Suspended).
    • No one with a suspended license may operate a vehicle requiring a license on Public Investment Corporation property. 

    Non-Discrimination Policy

    Public Investment Corporation adheres to the Fair Housing Act and will not discriminate against any person based on race, color, religion, sex, disability, familial status, or national origin.

Step 3: Lease Signing

After your application is accepted, we will send your lease for signatures.

  • Lease Signing Requirements

    • All tenants must sign the lease and submit all necessary documentation before they can schedule the move-in inspection.
    • If an applicant is absent from the lease signing, the applicant(s) present at the signing assume responsibility for the entire lease agreement until all roommates have signed the lease.
    • Applicants may be given a deadline to sign the lease and pay the security deposit if other applicants are ready to sign.
  • Security Deposit

    • The security deposit is required in full at the time of signing the lease.
    • All units will remain marketed as available until a lease is signed and the security deposit is paid in full. 
    • Receipt of the application and security deposit will determine the applicant’s position on the waitlist for a unit.

Step 4: Preparing for Move-In

Very important – No move-in will be permitted if any payments or paperwork are missing, including from roommates. If you have roommates, confirm that they have fulfilled all move-in requirements. In addition to the fully signed lease, to receive your keys and move in, all the following must be completed before your lease start date:

  • Payment Requirements

    Your account must be paid in full, including rent and security deposit, with a $0 balance by your lease start date. No cash accepted.

    Accepted Payment Methods

    We accept payment in the following forms:

    • Check or money order
    • Online payments through the Tenant Portal using a debit or credit card or a bank account transfer (additional processing fees may apply).
  • Landlord-to-Resident Utility Transfers

    You must contact each utility company for which you are responsible and request a landlord-to-resident service transfer. Additionally, provide us with proof (screenshots) that show the account number, name on the account, and effective date. Utilities must be either in your name or a roommate’s.

    Required utilities may include:

  • Renter’s Insurance

    Proof of renter’s insurance is required before move-in. You may upload this to the Tenant Portal or provide it directly to our office.

  • Vehicle Information

    If you will be parking a vehicle and did not include the information on your application, please provide the following at or before move-in:

    • Make, model, and color of your vehicle
    • License plate number and state

    (Tip: Take a photo of your license plate to present at the move-in inspection.)


Step 5: Day of Move-In

  • Move-in Inspection

    Once all tenants have signed and returned the lease to Public Investment Corporation, your move-in inspection will be scheduled for the first day of your lease between 9:30 am and 3:00 pm.

    During the inspection

    • A Move-In Inspection Form will be completed and must be signed by all tenants.
    • Once the form is signed, you will receive your keys.
    • You’ll have five (5) business days after move-in to report any additional issues not identified during the initial inspection.

Step 6: Living in Your New Home

  • Rent Guidelines

    Rent is due on the first of every month. We provide residents with a grace period of five (5) days to pay rent before a 10% late fee is automatically applied. For instance, if you pay $700 a month for rent, your late fee will be $70.00. No cash accepted.

    Accepted Payment Methods

    We accept payment in the following forms:

    Check or Money Order

    If you choose this option, you will have until 4:00 pm on the 5th of each month for it to be received by our office before a late fee is applied. We cannot control the speed of mail service, so if you are mailing, please ensure you do so well in advance. You may also drop off your payment in person or mail it to Public Investment Corporation, 3900 W Industrial Blvd, Bloomington, Indiana 47403, United States.

    Online Payment

    You will need to create a username and password to log in to the Tenant Portal. There, you can pay using a debit or credit card or transfer funds directly from your checking or savings account. An advantage of using the online payment method is that you have until 11:59 pm on the 5th of each month before the late fee is applied. Additional processing fees may apply for e-check and credit card payments.


  • Rules and Regulations

    Public Investment Corporation (PIC) maintains and enforces rules and regulations to ensure residents can peacefully enjoy their properties. We reserve the right to revise and update these rules and regulations at any time. Residents must comply with the most current version, as posted on the PIC website and in the office.


    Residents are responsible for the actions of their guests and any other individuals on the premises due to their occupancy. We encourage all residents to become familiar with the rules, regulations, and associated fees. Any violation is considered a breach of the Residents’ Lease Agreement.

    No Smoking Policy

    All units are non-smoking. Any current tenant has until their next renewal to comply with this policy.

    Keys and Locks

    Key Retention

    (not applicable to mobile homes)

    PIC retains a key to the premises. Do not alter or install a new lock on any door of the premises. Lost or unreturned keys will incur the following replacement fees:

    • Mailbox key: $50.00 + materials
    • Entry Key: $60.00 + materials
    • Re-keying charge: $100.00 + materials

    Lock-Out Charges

    (not applicable to mobile homes)

    Keep your keys on you to avoid the following lockout charges:

    • 9:00 am to 4:00 pm (Monday – Friday): No charge
    • 4:00 pm to 10:00 pm (Monday – Friday): $100
    • 9:00 am to 10:00 pm (Saturday and Sunday): $150
    • 10:00 pm to 9:00 am (all days): $150
    • Holidays (all hours): $175

    Smoke Alarms

    • Residents must ensure that smoke alarms are operational and not disabled. They should maintain and test all smoke alarms at least once every six months and replace the batteries as needed. 
    • Residents should report any broken or malfunctioning smoke alarms to PIC immediately. No charge will apply for malfunctioning equipment reported to PIC in a timely manner. 
    • Residents must not tamper with smoke alarms or batteries on the premises. A charge of $100 will be imposed for disabling, damaging, or removing a smoke alarm or its batteries. If more than one violation is observed, PIC will pursue eviction.

    Exterior and Common Areas

    • Residents and their guests are responsible for damages to any PIC property, including a $150 fee plus materials and labor for tire tracks on lawns that require re-seeding. 
    • To ensure the safety and comfort of everyone, please do not prop open entry doors.
    • Only patio or outdoor-appropriate furniture is allowed on porches, patios, decks, and lawns; indoor furniture, such as couches or other upholstered furniture, is not permitted in exterior areas.

    Maintenance Requests

    • Maintenance calls for issues caused by residents or their guests incur a charge of $50 per hour during business hours or $75 per hour after hours, in addition to the cost of materials provided by PIC.

    Garbage Disposals

    • Only soft, biodegradable food waste may safely be put into the garbage disposals. Do not put bones, grease, celery stalks, onion skins, banana or potato peels, pits, or other fibrous waste in the disposal. 
    • Cold water must be running when the disposal is turned on, and we suggest leaving it running for at least 15 seconds after the disposal has been turned off. 
    • Residents will be charged for all clogs that require maintenance assistance.

    Toilets

    • Please plunge the toilet before calling Maintenance. 
    • Do not flush feminine hygiene products into the system. 
    • If the toilet is running or overflowing, shut off the water valve at the base of the toilet and call Maintenance immediately. Failing to report this could lead to excessive damages and/or water charges being billed to the resident.
    • Residents will be charged for all clogs that require maintenance assistance unless they are caused by tree roots.

    Trash and Cleaning

    • Residents should ensure that the exterior and common areas remain free of trash and debris. 
    • Duplexes and mobile homes are provided with a barrel, and trash is collected weekly on Mondays. Please have your barrel out by 6:00 am.
    • Apartments must utilize the provided dumpster. Non-residents of the apartments will be charged for using the dumpster.

    Moving and Storage of Personal Property

    • Leaving or storing personal property in exterior or common areas of the premises is prohibited. PIC reserves the right to remove any such property, which will be considered abandoned, without notice. 
    • Residents are responsible for all moving and storage fees associated with property removal. 
    • Residents who leave or store property in common areas that cause injury will be liable for those injuries.

    Occupancy & Maximum Number of Guests

    • No individuals other than those listed as residents in the lease shall be permitted to occupy or reside in the premises. 
    • Any guests staying overnight for more than seven (7) nights during the lease term must complete an application and receive approval. 
    • The maximum number of guests in the rental unit must not exceed three times the number of residents.
    • Overnight guests must not exceed the unit’s residential occupancy at any time.
    • Any guest staying over one (1) night must register at the office, and no parking space is guaranteed, as they are reserved for resident parking.
    • Any violation of this policy constitutes a breach of the lease and will incur a charge of $100 per occurrence, in addition to all other available remedies, including eviction.

    Phones/Cable

    • Phone lines and jacks are provided “as is” in the leased premises. 
    • The resident must obtain approval from PIC before ordering any internet, television, phone, or other services that require installation of outlets, lines, or jacks within the leased premises. 
    • The resident will cover any costs associated with the installation of outlets, lines, or jacks within the leased premises.

    Grills

    • Residents shall not store or use any gas grill, charcoal grill, or other open flame cooking or heating devices on any porch or common area. 
    • Residents shall defend, indemnify, and hold harmless PIC and Owners from any claims, liabilities, or judgments, including attorney fees and defense costs, for any losses arising from the storage and use of such devices on any porch or common area on the premises, as well as from any fines or penalties imposed by any civil agency or court due to the storage or use of such a device. 
    • Violation of this clause constitutes a breach of the lease and will incur a fee of $100 for each occurrence, along with other remedies available under the lease.

    Pets

    No pets are allowed on the premises, even temporarily, without prior written approval from PIC. This policy applies to all animals, including, but not limited to, dogs, cats, birds, reptiles, guinea pigs, hamsters, rats, fish, and other pets. Violations will result in a $300 fine per occurrence and may also lead to eviction, liability for damages, and charges for the repair or replacement of affected units, lots, common areas, or property, as well as for any injuries caused.


    If a pet is approved for residents of an apartment, home, or duplex:

    • A $300 non-refundable deposit is required to cover cleaning, deodorizing, and potential damages.
    • A monthly pet rent of $100 will be charged.
    • Only one (1) pet is allowed per unit.
    • Breed restrictions are in place for dogs.
    • Proof of vaccination is required for all dogs and cats.
    • A Pet Addendum must be signed and attached to the lease.

    If any unauthorized pet is found, it must be removed within three days, after which an inspection will be conducted to confirm its absence.

    Parties/Noise

    • All parties or other social functions in or around the premises must comply with the lease, including the requirement that noise does not disturb neighbors. 
    • Residents should familiarize themselves with Monroe County’s Chapter 380 Noise Control Ordinance, a copy of which is accessible in the PIC office. 
    • If your neighbors are disturbing you, contact local law enforcement and file a written complaint with the office, including specific dates and times.

Step 7: Preparing for Move-Out

  • Move-out Inspection

    As your lease states, tenants must give the office 60 days' notice. We will work with you to schedule a move-out inspection, which must be completed by 12:00 noon on your move-out date. During this time, we will examine the following items:

    • Cleanliness and sanitary conditions
    • Damaged blinds
    • Damaged window screens
    • Missing fire extinguishers or fire detectors
    • Trash or furniture remaining behind
    • Keys not returned
    • Damaged doors, locks, or hardware
    • Patches or holes in the walls
    • Burned-out light bulbs
    • Condition of carpets and other flooring
    • Any additional property damage

    You and your roommate(s) must sign the move-out inspection form and provide a forwarding address.

     

    You may be liable for fees based on the condition of your apartment, home, or duplex. Your security deposit will cover the fees first; however, if the damages are excessive, you will need to pay the remainder out of pocket.

  • Final Steps Before Leaving

    Resident-to-Landlord Utility Transfers

    Please remember to transfer the utility services back to PIC’s name by calling to request a Resident-to-Landlord service transfer. All tenants should schedule the transfer of utilities for the last day of the lease.

    Return of Security Deposit

    Keys and other property must be returned to PIC. Once we take possession and receive the keys, we will begin the process of returning the security deposit. According to Indiana law, we will return any unused deposit within 45 days of move-out, provided that a forwarding address has been given. Please remember that we cannot send a security deposit return if a forwarding address is not provided.
