Welcome to Public Investment Corporation! This page provides information for your upcoming move-in.
Before Moving In
After your application is accepted, we will send your leases for signatures. Once the fully signed lease is returned, we will schedule your move-in inspection for the first day of your lease. All move-ins must be conducted during regular business hours, M-F 9 am - 4 pm. Utilities must be set up before you move in, and you must provide us with proof of transfer. Usually, you will receive an email from the service providers.
Security Deposit and rent must be paid before the move-in inspection. Payment may be made using one of the options listed below. NO CASH IS ACCEPTED
You must call each utility company and request a Landlord to Resident transfer of service.

- City of Bloomington Utilities: 812-349-3930. (Not applicable for Western Estates Apartments and Western Estates Mobile Home Lots. The office bills for water usage.)
Day of Move-In
A move-in inspection will be conducted on the first day of your lease. All parties must sign off on the Move-in Inspection Form. After all forms are signed, you will be given keys to your new home! You will have 5 business days to report any item not noticed during move-in.
After Moving In
Rent is due on the first of every month. We give our residents a grace period of five days to pay rent before a 10% late fee is automatically applied. For example, if you pay $700 a month for rent, your late fee will be $70.00. We accept payment in the following forms.
- Check or Money Order: If you choose this option, you will have until 4 pm on the 5th for it to be received by our office before a late fee is applied. We cannot control the speed of mail service so if mailing - make sure you mail in plenty of time. Please drop off payment in person or mail to: Public Investment Corporation, 3900 W. - Online Payment: You will need to create a username and password to login to the Tenant Portal. There you will be able to pay via credit or debit or directly from your checking or savings account. An advantage of using the online payment method is you will have until 11:59pm on the 5th before the late fee is applied. Additional fees may be applied for e-check and credit card payments.
